Spark Unlimited.

Twice they caught an interesting premise and delivered a good game that was jumped on by every critic that could fit on the bandwagon. A whole bunch of people saying Turning Point and Legendary sucks, but again, from experience, a vast majority of those people never even played the game. That resulted in naive me taking ages to pick up a game I could've been enjoying years ago.

I loved Legendary. A few glitched achievements, though.

A2M http://en.wikipedia.org/wiki/Behaviour_Interactive

Ignore the movie and tv based games and just pay attention to the Jersey Devil and the up and coming Naughty Bear(who knows if it is good). I wasn't sure about the playstation 2 version of Mercs i never played it but I dont' see how they could have messed it up.
Hey! A2M made Scaler? Now that was an enjoyable game, that. Far from perfect, mind you, didn't hold a candle to Ratchet and Clank, but it was lots of fun nonetheless.

I wouldn't call them overlooked so much as underapprecaited, but Atlus has always impressed me with their willingness to be a major developer/publisher that travels outside of the box and tries to do new things. Not just that but as a publisher they're willing to give developers a chance to take risks.
Atlus has a bit of a bad reputation in certain circles because of their rabid fanboys, but I'd hardly call them underappreciated.

1C (though they're a publisher) and elemental games.
I agree with 1C. Although a publisher rather than a developer, they tend to give the little companies a shot and often publish quirky retro stuff like the fun new King's Quest series reboot.

Once upon a time I'd have nominated Irrational, but Bioshock changed that. Other than them? Obsidian. They're best known for being Bioware's go to guys when there's a sequel which needs making they don't feel like making, but as a studio Obsidian has a ton of potential and their writers are easily the best in the business.

I'm going to second Obsidian, and third 1C.

I'd also mention Sir-Tech, if they still existed. Sir-Tech made two of the most brilliant game series of all time, Wizardry and Jagged Alliance. They've been dead for about a decade now, but I still miss them. :(

Oh god. Atlus fanboys make FF7 fanboys look tame.

Digital Extremes

they have worked on Unreal games and Bioshock but Dark Sector was a game they developed. I love that game and that game studio because of them.
Dark Sector. I got that for $10. A steal for $10. A rip-off for $60, imo.

yeah Dark Sector is a great game but 60 was a bit much for it. The multi-player is alright and single player was very good. I do hope they make a sequel to it
The review were WAAAAAAAAY too harsh on it. Just because it was the first Next-Gen game ever announced.
