One knife is sufficient. Most people do not realize that you dont have to kill with every blow to be effective in combat, and this is precisely why the seemingly petty shiruken is used. You may be extremely unlikely to instantly kill your foe with a thrown knife or similar small, sharp object, but it is a wonderful distraction. VERY few people, especially the untrained, can maintain focus when you bury a small piece of metal in thier body, reguarless of how fatal or insubstantial the wound generally is. A thrown object can buy you more than sufficent distraction to agress on an opponent who has lost all focus on you. In the aforementioned shiruken analogy, shinobi (or ninja as they are more commonly referred to as of late) would use a thrown shiruken, and the ensuing pain, to buy precious moments to either draw and use thier own weapon on the vulnerable opponent or to take thier opponent's weapon and use against them. A hammer isnt the only way to drive in a nail.
PS: In practice, I have never gotten off a second shot with a thrown knife in similated combat...one was usually enough or I didnt have time to line up a second. Throwing a dozen would take too long anyhow =p
PPS: Armies around the world still issue knives...there must be something too them.
