Personally my vote goes toward the Tyranids of the Warhammer 40k universe, for a good number of reasons.

They are controlled by a single consciousness that spans the entirety of their race, unsurprisingly called the 'Hivemind,' the physical manifestation of which is measured in LIGHT YEARS.

They devour every shred of organic matter on a given planet and apply thousands of years of evolution to the genetic identities of their prey. Literally, they will eat you, vomit you into the mycetic pools, and you will emerge a perfect incarnation of what you once were - utterly bound to the will of the Hivemind.

Most importantly though is what's written in their codex. It literally describes the Tyranids as the inevitable representation of death and rebirth, and it says of them that every living creature is doomed to stand against them, fight, and ultimately lose.

Dear god, they are HORRIFYING.

The Space Marines also from Warhammer 40K.... oh wait they are just annoying.

Okay seriously most terrifying race has to go to the Vogons from Hitchhikers guide to the galaxy... why?
Because they are an entire galactic army of accountants and I hate accountants.

This might sound kinda lame, but..........

I'd have to say the Ssi-ruu from the star wars expanded universe, I mean they suck out people life-force (pretty much souls) and use them to power their technology. Plus they look like sentient dinosaurs.

Don't belive me look here...

hmmm.
.. Have you all seen The Thing? :p
whatever that ..thing.. is.
either that or the Cybermen from Doctor Who.
Not the Daleks though, I think they're pretty cute because of how aggressive they act Dx But that's just me.

Mandalorians. They nearly wiped out the Jedi completely (not to mention several other races). And there hard to tell because they look just like humans.

"EXTERMINATE!" is much more terrifying than "DELETE!" though.

I say Tyranids. I originally hated them because they reminded me of the Zerg but then I read their codex and played a few games against them. Now they're terrifying just because they exist.

The Vashda Narada from that episode of Doctor Who. If you step into a shadow, they've already eaten you...
Or maybe those ones (also DW) that devour an entire planet and turn it into sand before flying around the planet so fast that they make a portal to transport them somewhere new? They're pretty freaky...

Either Xenomorphs or the Borg, for their sheer inability to EVER FUCKING DIE!! Literally you can wipe out entire planets/fleets worth of them and they'd still come back, and in greater numbers.

"Oh freddled gruntbuggly, thy micturations are to me
As plurdled gabbleblotchits on a lurgid bee.
Groop I implore thee, my foonting turlingdromes,
And hooptiously drangle me with crinkly bindlewurdles,
Or I will rend thee in the gobberwarts with my blurglecruncheon, see if I don't!"
...the PAIN!!

Myself, I'd have to go for the Time Lords. Even disregarding the actions of the Doctor and the Master, they're a millennia-old society of beings with absolute power over time itself. A society which, as the Doctor himself points out, has gone unchallenged for so long that they've stagnated and become corrupt.

Oh God, thanks for bringing up repressed memories.

I used to have nightmares about that amorphous demon for years when I was younger.

Somehow, I always ended up being eaten.

Isn't it the Ssi-Ruuk? Of the Ssi-Ruuvian empire? And come on, the Yuuzhan Vong had them beat for crazy and scary real easy.
