It is indeed KGB: Conspiracy. It's a game I would advice to all adventure lovers, especially the experienced ones.

If it is it'll be the Fall of Max Payne but I don't remember that in it and he sure as hell isn't the protagonist (unless Max really let himself go)....
My first thought was actually VampireTMR, as the interior looks like the Santa Monica apartment where another vampire lives but it's all too well textured.
