In my opinion:
Think of this, GTA 4 but a zombie apocalypse has just happened, you have to walk around finding supplies, shelter, weapons, survivors, and the whole point is to survive. It would just be a HUGE sandbox with constant changing weather cycles (fog, rain all that kind of stuff), where you could do whatever you needed to do to survive. For example you are walking around the city trying to get out to the mountains and its starting to get dark, with no zombies in sight you quickly break into an abandoned store and hole up. You scavenge around the store trying to find whatever supplies you need, checking all escape routes and start boarding up for the night. When you sure it is safe u decide to try get a bit of sleep, you are woken up by a low growling so you quickly grab your pistol which you scavenged before hand. You check the windows and see a TON zombies walking around outside so you duck under the window and try to figure out what to do next.
I would just LOVE this type of game but there arn't any zombie games out there such as one like this.
My question is, Why?

Because it would be incredibly long and tedious to program, no one has the patience to create such a sandbox. Even the sand boxes that we do receive (Fallout 3, Just Cause, GTA) are all incredibly plain compared to what your thinking about.

If you don't want to wait for a super computer to create said game, then write a story depicting you in a zombie outbreak. Be creative, you still have an imagination don't you?

Sounds like a love child between Dead Rising and... acctually it's just a bigger slightly more complex dead rising when you think about it.

sounds like a good idea for a gta mod, this is how games like counter strike are founded.
The first time I actually thought about it was when i saw a little multi player game play for GTAIV with the weather set to fog with no civilians, they would have people with knifes as the zombies and the rest would have guns shooting and running away.

Just the size of it means it has to be sophisticated in terms of networking and all that related parallel processing. Nothing in the mainstream can run it, as you're suggesting a real-time world. We probably need to wait until gigabit internet gets into everyone's apartments. Now those would be the times...

I mean it in big scale... not the plastic puppet-GTA-like (because that would be rather amusing). Something like L4D, perhaps, but much bigger and less cheese.

It may not be 100% exact, but you should really play Undead Nightmare. It's very similar to what you have described. By far, the best zombie experience in games.

You know that a start-up game company by the name of Undead Labs plans on creating a zombie mmo that will probably hit all the notes you ask. While it is still in early development, I see great potential from it and believe that it will give gamers that love zombies something they truly want... it also helps that a necessary part of their application criteria is a love for zombies.

That sounds incredibly awesome, but as its been said, it would be nigh impossible to code for, the closest you'd get probably is Undead Nightmare or Dead Risings Overtime mode, although i would be interested in any game that did take place in a whole city with a zombie kinda theme

I wouldn't exactly say that it would be "nigh impossible to code for". It actually sounds simple enough given that you're using the right engine.

I think the real problem with the idea is that any original game is going to be operating under a VERY tight budget, and this game would have to make some sacrifices (either graphically or technically) that would make it sub-par in today's game market.

Ok, now replace the enemies with something other than zombies.

Seriously though, if someone were to make a game like that why waste it on something so overused?

Through use of clever zoning techniques and a persistent AI director (can't really program an AI to run an entire city's worth of zombies) it could be done fairly simply. As Tom said though, you would face budget issues. I would probably still play the game if it had poor graphics, as long as the game play was as good as the idea sounds.

Or that yes, I dont know much about proggraming, I'd just assume that if you want this game to be as good as you want it, you would need an incredible budget, which most original games dont have, like my good man tom has pointed out. In theory a big publisher like Rockstar could do it, but i guess its up to Take two if they get enough funding for such an ambitious project, I think thats how it works, the publishers fund the developers or something

What enemy isn't overused? Erm.... a city full of ravenous koalas?

Because Zombies are awesome, in the end it would all boil down to the same thing anyway, enemy horde wants to kill you, you have to survive, it doesnt matter if the enemies are Zombies, Orcs, Vikings, Rabbits etc. etc. From what the OP said, the game isnt exactly shining in the story department.
Plus Zombies are used so much because theyre good to use, like Cliches, Cliches are cliches because theyre good devices to use

Could be done and I don't see why they couldn't do it even with todays technology..

It would need to have the following:

Not be online, just maybe able to have several players from one console, like back in the old days of the PS2, etc..

Other big sandboxes don't persistently manage a whole map and so this game wouldn't need to either, just needs random zombie spawns as you go through areas (some more zombie prone than others) and then deletes zombies and others that are too far away, I doubt GTA4 consistently holds an entire cities worth of cars and people and cops so why would this game need to?

So, I don't see why it wouldn't work.. Prove me wrong..
