Ps, it's stupidly hard if you try it on anything else than normal. I didn't have any followers with me, but I suspect they are not allowed into the city at all.
Remember, it also has at least two possible paths through it/sides that you can take, both of which alter the town, and you can return to it afterwards for the repeatable quests.
I know. Didn't want to spoil it, but you're right. But it's hardly the 'difficult moral choices' they so proudly announced.
