Let me answer that for you. Yes, yes it is. At one point I personally counted all of the water Pokémons in either Gen 1 or 3 and they were like....one third of the entire damn thing.

Water is definitely the most as Morsomk points out. The type with the lowest number is at the moment Ghost, but maybe Fairy will take that place once X and Y come out.

I'm kinda looking forward to the Fairy-type, can't wait to see what it can do. Though I'm sort of disapointed that when they announced it was like "SUPAH EFFECTIVE VS DARGON TYPE!". I mean, yeah sure.
Dragon is one of the types that has the least amount of weakness against other types(it's like what, Dragon and Ice?). But seariously, it should have been confirmed that it was designed against Dark type, because Dark types are kinda OP when it comes to defense.(Like seariously? Only one type is effective against it? What the hell?)

Is there any chance some of the preexisting Pokemon will get retconned as fairy types? Because I can think of quite a few that fit the profile.

I am sad that my beloved dragons will be a bit weakened, but at least Reshiram is somewhat safe from them because of fire's resistance to fairy. I feel like Dark types needed a bit more of a weakness, but there needs to be more strong dark moves, which I'm sure Yveltal will have.

Yup, they confirmed that Gardevoir, Jigglypuff, Snubull, and Marrill will be part fairy now. I wonder if Clefairy will be changed too, after all, fairy is in its freaking name.Johnny Novgorod said:

Edited my last link to the chart to the Bulbapedia page, the first one was incorrect. Still, we can now confirm bug to be the most offensively downtrodden type. That was uncalled for. My poor bugs...
