nope! Transform can be sketched by smeargle, it can also be learned by Mew, Zoroa and Zoroark

Jirachi and Mew are all I got. And even Mew is just an assumption since it knows basically every move.

Mew can learn any TM, it can't be taught Draco Meteor though, Jirachi was right, it's a special event one though, the other two are Smeargle (if it sketches it) and Arceus (although it has to be holding the Draco Plate when it learns it)
