I don't quite think it's the fact that people view being patriotic as racist; they just don't feel any need to be patriotic. I mean, most people I know here in England find patriotism to be stupid; that's why a lot of people mock America. I personally feel patriotism is complete crap, but that might be due to the fact that I've moved a lot in my life.
Being patriotic is just a way of saying "I am proud to live here", but I'm not. England isn't a bad country, but why is any country better than another? Is it money, how clean it is, the crime-rates, how well it's know, the language, the culture, the military power? As far as I see it, most people who are patriotic have never left the country they are born in, which is why patriotism is considered 'racist' by some people. The only people I know who are patriotic are people who believe that black people can't be English, and that Polish people are genetically inferior to England.
While growing up, I felt Germany was better to live in. Lower crime, better water, cleaner, and it has got better weather. Those are the only things that personally affect my life, so why would I care about the fact that we were once and Empire that took over a ridiculous chunk of the world? Why would I care that we were once number #1? Why would I even care, now, that are are wealthy and well-off for our size?
Most countries in Western society feel exactly the same, minus the weather, wildlife, and accents/language. Why would I feel patriotic when I know every other country in the world is a land of grey roads, blue skies, and lots of people? There's not enough difference between the countries any more to feel like a true national identity.
Again, all of that is my opinion.
