Because if I remember rightly when I was about 5 years old I would ask a lot of stupid questions and I'm pretty sure my parents hated those stupid questions. Now imagine if I started asking them stupid questions about people running around naked and shit.
While some people may say "Buts I gets to see hots chix nekkids without the internets" the sad truth would be more along the lines of people who shouldn't be wearing Spandex/Thongs doing it anyway.

Well, religion has been proven time and time again to be a bunch of fairy-tales designed to motivate the cattle of the world and most of our laws have come from the Bible's ideals,
I myself am a nudist, Clothes feel restrictive and awkward and I personally don't see any reson why people shouldn't be able to remove more than a coat if they're feeling bloody boiling in a crowded town centre... and to those who say it's odd to flash yar knackers in public, u don't have to look and what if hands we're considored to be evil? we'd all be forced to walk around wearing gloves, like the women of those religions who are forbidden from showing any skin what-so-ever, it's silly =P

It could probably be dragged back a bit, given that most of the less reasonable stigmas (against breastfeeding in public for instance,) seem solely "for the children" which is really just helping to bring up an awkward and bubble wrapped generation.
But I think if there were functions for public nudity other than being out there, then I'd be fine with it. For instance, the classical world held it a cultural norm to exercise and bathe (thermae-related things) totally in the nude. If you could recreate institutions for that, then I'd be fine with it. But in reality, it's probably been over 10k years since we've actually done our daily business totally naked so I don't think that's something that needs to be changed.

its often seen as something that is taboo, or not polite, at a few times in history it was thought of as a sin, so people keep with it and no it has become the norm, personally i like cloths they are almost like our way of attracting a "mate" like the peacock or any other flashy bird/animal
