That would take too long and people tend to congregate in groups so they might notice.

I would go with somehow taking over the (failing) economy, fixing it somehow and taking over that way. I would not make it obvious, nor would I advertise the fact I'm in control. Instead I would have someone who everyone thinks is in control.
