Well, I think you might have devoted too much thought to picking apart the dialogue choices used in A Little Girls' Cartoon Show.

Also, as I said, I am not so serious about this subject, it was just something I noticed.

A meme is just a joke.
If you see it every now and then, it's funny, even if you've seen it many times before.
If you see it being used and abused in every corner of the internet, it becomes unfunny. And then when you see it some more, it becomes downright agitating.

Memes don't usually take any interest in the context of their origin. This isn't the first time a meme has actually been entirely taken out of the original context either. As an example of this, here's Neil DeGrasse Tyson talking about 'Watch out guys, we've got a badass over here':

Well, actually the moral of that episode was flatly stated in the episode to be "never look a gift horse in the mouth", which means you shouldn't complain about a gift not being exactly the thing you wanted or of the precise quality you wanted, since it's a gift and the thought is what's important. The episode was NOT saying "your opinion is always wrong unless you're a professional in that field". So yeah, wrong on that account.

Secondly, the line as used by RD was intentionally a vague description of what was "wrong" with the original dress. The whole point of the gag was that she couldn't actually explain what was wrong with it in a coherent and logical fashion, only that it needed to be improved in some way before it would meet her standards. She doesn't know why it's not good enough, it's just not good enough. When fans use the phrase on the internet, it's usually the same situation but in reverse, they use it as a way to describe their approval in a vague and mostly illogical manner. Ergo they're basically saying they don't know why it's so good, it just is. Yes, the meme is technically reversed from the original meaning in that sense, but the core concept is the same. It's not like the phrase's meme meaning is 100% unrelated to the original one, it's just a reversal.

Thirdly, virtually all memes are used out of their context. That's sort of the point.

The meme isn't supposed to be the true meaning behind the line, it's the line itself. No one cares about the "20% cooler" line in its actual context in the show, they use it simply because it's saying "20% cooler". Indeed Rainbow Dash ultimately was wrong with what she wanted for her outfit, but that's not why the line became a meme. The line became a meme simply because people liked the line itself.

Now you brony fuckers know how we Portal fuckers feel whenever some fucker on the web bangs on about the falsehoods of confectioneries even though there really was a cake, Valve even used a real Black Forest cherry cake as model for the cake in the game. Yeah Rat Man redeemed himself of that graffiti mistake in Portal 2 and anyone who makes memes deserves to die anyway, but still, you get my frustrations, don't you?

That said i do find it funny that it was a Rainbow Dash quote that has lead to your agony. Anytime i find something legitimately stupid and not just unusual tied into that show, it's always related to Rainbow Dash who so far has been the source of conspiracy theories, wild accusations of bigotry and now stupid web memes that violate the message of the episode that was delivered with about as much subtlety as a hydrogen bomb.

If I know my SweetShark,he just likes thinking too much into things and creating interesting conversations, but he uses exclamation marks and sometimes caps for dramatic effect.

You know, as one of the many recurring jokes in Pratchett's Discworld books, the use of increasing amounts of exclamation marks (beyond one) is equated with increasing slippage into delirious and self-absorbed insanity.

I'm not sure about anyone else here, but I can tell you that I subconsciously start to disregard any notion of composure when reading sentences tailgated by all those shout-poles. I can't help it. Satirical literature does that to a man.

Fortunately I can overlook that because I love to overthink things as well. I'm feeling a sort of one-on-one resonance with the OP on that point. I just never call them to other people's attention by making a whole thread about it.

Yeah, the point is it doesn't mean anything and Rainbow Dash is a bit too simpleminded to focus and give any actual criticism, instead opting to substitute in her own vague linguistic constructions because she lacks the education to see anything wrong with doing so.
The fans, loving Rainbow Dash for whatever reason (seriously, she's my least favorite of the Mane Six), saw it as a fairly unique phrase coined by the blue pegasus and ran with it.

Yes, it's a tool put forth towards contradicting the moral of the story, but I find it dumb for my own reasons. I don't cringe at its use or anything, because Rainbow Dash isn't a half bad character and I don't find her simplicity overwhelming enough to warrant a disdain for her words, but it's not something I'd take to using for myself.
Unless I felt like it for whatever reason. I feel like doing a lot of weird things for a myriad of reasons. I don't know, ironic humor may just be on tomorrow's breakfast menu for me.

But still: Poor Rarity.
