The whole concept about something your believe is cool and you ignore the opinion of the others, IS THE MAIN LESSON the heroes learn in this episode. To trust others peoples [or ponies, yeah] opinions not only yours.
So in my opinion this whole 20 cooler meme is a big,fat lie! The fans of the series use this meme wrong!!! Because the real idea behind this meme is you maybe is your opinion and you think is cooler like that, but maybe you are wrong. Maybe the other people [ponies] think is stupid idea. That why you need a second opinion about this, and it will be even better if the opinion come from a proffecional or someone that know about this subject [in this episode, Rarity].

Well, actually the moral of that episode was flatly stated in the episode to be "never look a gift horse in the mouth", which means you shouldn't complain about a gift not being exactly the thing you wanted or of the precise quality you wanted, since it's a gift and the thought is what's important. The episode was NOT saying "your opinion is always wrong unless you're a professional in that field". So yeah, wrong on that account.
Secondly, the line as used by RD was intentionally a vague description of what was "wrong" with the original dress. The whole point of the gag was that she couldn't actually explain what was wrong with it in a coherent and logical fashion, only that it needed to be improved in some way before it would meet her standards. She doesn't know why it's not good enough, it's just not good enough. When fans use the phrase on the internet, it's usually the same situation but in reverse, they use it as a way to describe their approval in a vague and mostly illogical manner. Ergo they're basically saying they don't know why it's so good, it just is. Yes, the meme is technically reversed from the original meaning in that sense, but the core concept is the same. It's not like the phrase's meme meaning is 100% unrelated to the original one, it's just a reversal.
Thirdly, virtually all memes are used out of their context. That's sort of the point.
