Unless Night of the Living Dead was made in the early half of the 20th and Romero knew Zora Hurston and her work in Haiti, no. It isn't. He's not even the first movie maker to address the zombie as a figure of cinematic terror.

Also, Romero himself took a lot of inspiration from the Richard Mathison "I am Legend" book and "Night's" whole style was lifted from the film "The Last Man on Earth". He also stated on the record that he NEVER called the creatures "zombies" until Dawn of the Dead.
And VIRUS?! Hell, Night of the Living Dead's, the original zombies as you claim, weren't the result of a virus, they were the result of radiation from space probe. Only when "Return of the living Dead" came out did the whole chemical weapon/virus angle come into play.
So no, Romero's zombies are not the original either.
