If they don't know to go for the head, or that bites are infectious, those couple of missed pieces of info will kill thousands who otherwise could've survived. Tell everyone that anyone who dies through any cause must be decapitated immediately.
As falloutjack will surely know, in the great panic simple lack of information probably killed more people than mere zack and civil unrest combined.
Set up self-sufficient colonies in whatever military bases are still standing. Reinforce that sh!t and rigorously test all personnel and potential refugees to make sure they aren't infected. Keep the colonies clean and eventually the zombies will rot or die out or what-have-you and the country will be safe for repopulation. Try to isolate the virus to keep as a biological weapon though. F*ck our allies and our enemies, nobody came to our aid they should all be zombified. If they survive, good for them; if not, even better.

death squads, flamethrowers with phosphorus, move remnants of welsh population to cardiff castle and secure the front entrance with iron shod doors, ammo conservation by utilising chainsaw's as swords (damn gun laws!) you know pretty standerd stuff.
