Oh that actually has been a (maybe not too well known) emoticon for quite a while now. I know of it for like a decade, at least - the sign isn't breaking new grounds. Still amusing though. As a side note, oec is left handed and there is also o>c (or, I suppose, o8>c might be more correct). Also, the font might make it a bit weird.
