The best villains are the tragic ones or the ones who are the most human and thefore scary(they aren't monsters they are humans just like us)
This, this a thousand times this. It actually makes me rage so much! The worst one for me was in Silent Hill when Cybil see's the armless man and she doesn't realise until its literally RIGHT IN HER FACE that it isn't human.
