Here in the states tipping well is something I consider a must if it's a place I frequent or plan on frequenting. I learned while delivering pizza in college that service folk not only remember who tips and who doesn't but also provide service accordingly.
Normally deliveries went out the door in the order they called in but if a person who tipped really well had ordered their order would get bumped ahead of the other orders more times than not. On the flip side if a person who didn't tip had a pizza ready to go drivers would skip it as best they could.
Today I have a handful of places I go where there are employees that work on tips and tipping generously is more times than not rewarded by my service workers. For instance there is a pretty popular Italian restaurant in my town that typically has a wait most nights.
The servers know that I tip a bare minimum of 20% and depending how many people I have with me that typically means the least they are getting is 20 dollars, usually closer to 40 as I usually tip well over 20%. I can't remember the last time I've had to wait to be seated. Sometimes I find an appetizer or a couple drinks have been comped. I don't ask for this special treatment nor do I expect it but because I take care of my servers more often than not I receive it.
The bottom line is if you have a reputation of taking care of the people serving you they will reward you in kind. Alternately if you choose to be cheap and tip poorly or not at all you shouldn't be surprised when you are given poor service as a result. Servers rely heavily on their tips and it is to be expected that those people that tip the best will be rewarded with the best service.
