The future of games is actually downloading them digitally and/or just installing the whole game disc. Separate play and install discs are a mostly Xbox 360 exclusive oddity (though some PC games used to have them before needing a disc in the tray to play a game became the most heinous sacrilege).
I am rather surprised you've only just noticed this though. I suppose I shouldn't be since the oldest game I can think of which does it is
Halo 4 but still. Anyway, wouldn't you rather have an install disc to wait on when you first get the game as opposed to having the game suddenly interrupted by needing to switch discs? I know I would.

Loading bars are generally meant to inform you as to how long the download (or installation, delete, or whatever other operation) is meant to take, but generally speaking the computer has absolutely no clue. As far as a user is aware there's no reason the operation should be anything but a fairly smooth and continuous flow of data so it's annoying to see a bar filling a large portion then doing nothing for a bit and so on. That's why "working" animations are more fashionable, it makes people feel like things are proceeding as they should despite not actually giving any information.
