This is going to be a very weird question but what would you say or think if someone said you had a nice rack(in case you don't know rack is slang for a pair of breasts).

Male here. You'll probably need to be a little more specific. I assure you that you would receive different replies or reactions depending on many things, not least of which the tone of voice used.

Maybe give a little info about the relationship (or lack thereof) between enquirer and enquiree.
Social situation.
Way it's said.
etc.

Protip, many women don't appreciate the term "Rack".

Honestly, the term "rack" isn't a very nice term. Breasts is much better. It is also acceptable to say "chest", as in "You've got a lovely chest." If some random guy told me I had a nice rack, I probably wouldn't think too much of it, because he obviously isn't an eloquent enough individual to term it nicely. Female breasts are a beautiful thing, and should be revered instead of referred to in strange slang terms. It's also strange to call a woman's genital organ a "box", for example. Call it what it is, or at the very least find a beautiful name for it. This goes for both parts here. Now if a guy told me I had a nice chest, I would thank him all the same, but it's honestly kinda strange to just tell someone you don't know such a thing. If it was my boyfriend, I would love the compliment. Coming from anyone else, it would be slightly awkward. Especially if the guy who said it was not someone who I wanted to find me attractive.

Male here, I find "rack" to be a bit less less eloquent than "chest". Heck, even blurting out "breasts", while a bit embarrassing, seems better than "rack". Just my 2 cents, I've never told that to any girl I wasn't already involved with.

Male here, but upon seeing a coworker having a confrontation with another coworker who said "Nice jugs", I can say that they react negatively (blood may or may not be involved).

I have been told that.

I think I laughed heartily and said thanks. I took it as a compliment - I mean, life's too short to get upset that someone found something you had appealing.

That last line was unnecessarily convoluted...

Unless you were a close friend, I'd be offended. Actually, I might even still be put off by the word rack.
Don't use that.

Yeah, I tell my girlfriend, "Baby, you have beautiful breasts." But I would never walk up to a stranger and say "Nice tits!" It is just bad form.

Compliment her eyes, hair, ANYTHING but her breasts, ass, or hips... That comes off as you wanting to use her for one thing, one time, and women don't like that.
