I've been in the industry for a while and can tell a couple of things about the worries of developers and level designers.

Saving space and memory are two biggies, specially for games released on consoles, so if there is no reason for something to BE there, it won't.

Did you ever try to look past the limits of Cyrodill in Oblivion and found it to be surrounded by unclimbable mountains that you quickly slipped down of? or unswimable distances of water?
If you are not meant to GO somewhere, it most likely wont be there, you might fit in a couple of mountains in the middle of the continent even if you should not go there just in case, but an entire distant province?? come on, you fog that out or make sure the player will never get to look in that direction.

So I'm not buying the "they are never going to be used" possibility.

Funny how this is almost the exact same thing they said about the werewolves and a couple of other things before the game came out. What i'm wondering is about the butterflies everywhere still.

I think Todd is being deliberately vague and short about this.

I mean, it never occurred to them that the first time somebody spotted the landmasses the entire internet would go bananas?
Nobody at Bethsoft said "Jeez, you know the internet is going to go nuts with all kinds of crazy ideas when they see this"??

It never crossed their minds that modders would jump on these areas and begin laying down the groundwork to expand Skyrim into the other provinces?

Come on... nobody is that shortsighted, they knew all these things would happen and more.

I'm shocked if this is genuinely all he has to say on the subject.

Na man, there's something up with this, we ain't getting the whole picture here...
