Technically yes under the 'topicless thread', but joke threads can get around this by actually producing a discussion, even if that discussion has no actual value.

What would make that list basically perfect: Dr. Who as an anime! Then you know it'd actually be watchable.

That's not such a bad idea, someone tried it and I quite enjoyed the result.
