Basically it tend to be strategy game that focus on the geopolitics.

Tactics have to do with the individual soldiers. Operations have to do with larger units. Strategy has to do with army sized units.

Grand Strategy on the other hand is less concerned with battles and more concerned with the political and economic situations, army composition, army recruitment, logistics, etc.
