The artists work just as hard as the programmers and the writers, if not more, what's wrong with appreciating a bit of eye candy? Besides, you can't call any aspect of a game shallow. In a sense, they all contribute to the game;
The story can be part of the gameplay, and it can be part of the presentation. The presentation can depict the story and the gameplay, and the gameplay can depict the presentation and the story. Their roles are interchangeable, so I don't like putting any one of the three over the other. A good balance is the best thing to have.
I don't even know if anything I just said makes sense, but yeah.
Also, some people go for a certain look to make the game look aesthetically pleasing. I mean, indie developers have some cool art tricks and creative backgrounds, that's still considered great graphics. From what I see in this trailer, DNF goes for a hardcore "technical" efficiency with graphics, except they kind of fall short since there are some noticeable issues like overlapping textures and such.
