If it was me adressing that balance issue in the original game, id make everything else overpowered in the same way that whe whipfist is.

Claws, fists and tendrills have crazy aoe in the new game. And they are faster too.

There is also the improved option to skill switch. In the first one, it takes about 2 seconds. In Prototype 2, you can do it under a second.
