Nier's OST is absolutely brilliant
Final Fantasy IX had a nice OST as well.
The world Ends with you gets points just for its uniqueness

As for absolute favorite composers, it would be a 3 way tie between:

Hitoshi Sakamoto (Final Fantasy Tactics, Radiant Silvergun)
Yoko Shimamura (Street Fighter II, Kingdom Hearts, Parasite Eve)
Motoi Sakuraba (Star Ocean, Valkyrie Profile)
