Y'see I saw this artwork from what I think was a puzzle game, but I don't remember what the game was called. I thought maybe you guys might give me a clue.
It's all sort of chibi style vector art. I remember there was a character who was a skeleton, wore these tiny yellow glasses and he wore a top hat. I think there was a girl character with a big hat and giant shoes. Her hat had tiny anime wing things. It's all vomit inducingly cute.
