I would keep the internet as-is, but anyone who posts a retarded YouTube comment will have their PC attacked by /b/, who I will keep as my personal enforcers.
People will made to learn how to spell and use grammar properly, and acting like a n00b would be punishable as a capital offense.
Anyone who goes "d00d there are no girls on the net lolz" will have their doors immediately kicked down so a highly trained team of surgeons can castrate them.

There would be completely free sites for the majority of internet users, and there would be sites (sort of like the Escapist now but even more refined) on which all flaming or sheer ignorance would be removed immediately making way for ANY polite and reasoned discussion. Any topic would be discussed on these sites (except topics that are just stupid things like "do you liek bewbies lololol?!?11?!?!1")- just more intelligently than on the others.
Sites like youtube would be completely uncensored. There would be content warnings so that people who would be offended by certain material can avoid it. But all would be allowed.

If I had controll of the net I would make anyone who plays FPSs, and feels the need to tea bag anyone they drop, to switch out their avatar's power suit with a girly pink dress. Then I would force them to walk around the maps with no weapons and have them tell everyone how much of a pretty little girl they are.

People, people, people, you forget the one thing about 4chan, and /b/ in particular:
They are incredibly effective at what they do. Think about it: when they raid or attack a site, the site goes down, or at the very least, grinds to a complete standstill
People in positions of power would KILL to have a group this effective working under them. Instead of wasting their talent for harassment, why not put them to good use, so you can at least exercise some control over them, and point them towards worse targets?

First I'd make everything on the internet freely accessible for free.
In online games I would make hacking impossible. Then I would go in and mess up the games making them more random, and distributing overpowered items to people who are nice, and I go around occasionally acting like a crazy semi-benevolent lvl 1,000,000,000,000,000,000 character.
Maybe I'd do something cool like hook a terrorist page directly to a terrorism reporting page.
And then... Well I could do something new everyday. The internet would be my... Cake which I could eat and have too, because despite all the things I'd be doing I could prevent its collapse! Maybe I the world switched to online games currencies I could even hold entire economies together!
