The Xbox is gimped. Microsoft forces developers to charge for content. Patches need to be reviewed, so they're not very common. I think only Epic was able to push out some patches, but that's because Gears sold a lot of consoles.
But even Epic wanted to release new maps for free. That's how they've always down their Unreal Tournament games and their post-product support was stellar. Microsoft said no. They did manage to get a sponsor for one map pack, and I guess MS has relaxed restrictions allowing DLC to be free after being on the market for so long.
There was another issue with the Marble Blast Ultra game. In that game, people could go faster by carving out the corners of their controller to allow more diagonal movement, which in turn allowed a person to travel faster by traveling forward and sideways at the same time (a 40% speed increase!). The developers wanted to patch it, but incidentally they had also produced some new content and MS said they'd have to charge for it. So that update never happened.
