I'd say Shadow of the Colossus and pretty much any of NIS's titles (of which Ar Tonelico's soundtracks will take most of that cake).

Red Alert 1 of course.
The music in RA3 originates from the first Red Alert game in the franchaise (Death March)

I say the best soundtracks, without a doubt, are Portal (Still Alive wins), Stubbs the Zombie (because the old song covers are the best bit of the setting of the game), and lets not forget World Of Goo (very haunting music)

but thats my opinion, its horses to courses after all

I quite liked Final Fantasy 8's OST.
Also, the new World of Warcraft expansion (Wrath of the Lich King for those of you living in a cave) has some pretty cool music, I really like both the Dalaran city theme and the Howling Fjord theme.

i don't listen to the music more then i play the game. the music goes great with the game and often sets the mood. but i do listen to game music outside of playing the game and currently i've been listening to a lot of "the world ends with you" music

Well, I actually like the games I play with great music... but, if I had to pick one, then I'd probably have to say... Brawl, honestly. Didn't enjoy that as much as Melee.

a good game for emotive soundtracks tend to be anything RPG. Oblivion, despite its difficulties in actually getting it right in some places, when the music dropped and went all "creepy" sometimes i was actually a bit like "oh s**t, this can't be good"

The main themes to fable and oblivion are awesome. I have to say that if you get the soundtrack right the gameplay is so much more enhanced. All the games i love have immense soundtracks.

Ummm, Fallout 3, obviously. love the retro setting, and the Music just adds to it. Even then, just the haunting slow music that occurs when you are in the wasteland is perfect.
I love the C&C music, especially Red Alert 1 and 2, and the original.
Am I the only one that likes FFX-2´s music?
Pretty much every Zelda Mario and Metroid theme makes me goosebump.
Oblivions and Halo´s main themes are also up there.

I enjoyed the Parasite Eve soundtrack more than I enjoyed playing the game. Every once in a while I would listen to it and then think of going back to play the game again, until I remembered the last quarter of the game was a cluster-fuck and the combat was about as intuitive as reading traditional chinese.

All Castlevania soundtracks, Absolutly love Simon's theme and all the songs though the new castlevania,Order of Ecclessia is a bit weak. I also love the Phoenix Wright music, it gets me pumped every time i'm grilling a witness. Also the themes for Max Gallitca and the Steel Samuri are awesome,I just love it all. Morrowwind doesn't have a bad soundtrack either

Tomb Raider anniversary had a stunning soundtrack.

It was really great to listen to while Lara repeatedly refused to so what i told her and fling herself off cliffs.

Civ 4 songs are good, there was also some AMAZING songs on a game called Civilisation Call to Power.

The Halo theme,in its "rock" version is good.

The Black and white music is very calming

I also liked the Assassins Creed music and the music from the Supreme Commander games.

A game who's soundtrack I enjoyed more than the game? Easily Final Fantasy 8. One of Uemetsu's better works for soundtrack, but I just couldn't stand the game itself.

As far as other notables (of which I may or may not enjoy the music more than the game), I would also list the following games as having really good music:

- World of Warcraft (Yeah, it's just an MMO, but if you actually took the time to listen to the soundtrack, it's really well done)
- Castlevania (most of them have really good soundtracks, especially SotN)
- Heroes of Might and Magic III (probably the last good game of the series, simply amazing music)
- Xenosaga (and on that note...)
- Xenogears (both had amazing soundtracks that I've been meaning to get)

I could probably list some others if I wanted to. Simply put, music is one of the things that I tend to enjoy about most video games. Sometimes I can enjoy watching a friend play a game simply because I like listening to it.
