Caesar from Fallout new vegas: While the NCR weren't perfect, they at least had some good qualities that let you excuse the bad ones. Caesar's legion had virtually none apart from the fact that they brought law and order, but at the expense of it being based on bigotry/sexism/slavery. Not to mention what a smug, unlikable character Caesar was to boot. I killed him off pretty much as soon as i saw him.

Gaius Baltar from the 2004 BSG. What a lousy bastard.
snip...
Strange, I've never hated the guy, maybe just slightly in the first season, but by the end of the 3'd season, I started to love the dude. If it wasn't for the major character twists in the 4'th season (Tigh), Baltar would've been my favorite guy in the series.

Although I'm not a fan of Harry Potter, Dolores Umbridge has to take the top spot. Great actress... made me want to punch the tv every time she was on screen. Considering how lukewarm I was about the movies, that was quite an achievement.

Here's something nobody wrote about:
- the bad guys from Gantz (the manga). By the 16'th volume you will punch your walls and cry in anger. That series really knew how to make you hate people.
- the soldiers in 28 Days Later. I've rarely cheered when people died, but here...
- Frank from "Once upon a time in the west". Thank you, Henry Fonda...
Ehm, read my original post; never mentions 2004 BSG to begin with. Never watched the series, no opinion.

I'd say Vaas Montenegro from Far Cry 3 but honestly i love the guy.

Definitely one of the best villains of the year, regardless of medium.
I, personally, hate Citra much more than him, but, sadly, she is technically not a villain.
I'll admit that Hoyt had me going once he did his shit.

The guys at the ending of Hotline Miami's epilogue are probably the biggest villains I've seen in a video game this year- or, at least, the most hate-able.

Besides Joffrey? (WHY WON'T YOU DIE!?)

I just saw Django Unchained, and the villain, Calvin Candy is one of the most reprehensible creatures ever put to screen. Needless to say, he's racist, but he's also narcasistic, stupid, sadistic and deprived, and I'm pretty sure he's fucking his sister. What's worse is that Candy seems to think he's the shit; he's convinced that he's just the most charming devil who ever did grace this side of the Mississippi, and it only makes him even more disgusting.

I cannot decide which I hate more, the brat King Joffrey or Kai Leng from Mass Effect 3.
When the Brat King died slowly, choking it was brilliant

When Shepard finally gets to grips with Kai Leng it was damn cathartic, the bastard did all that he did and kept running away
I nearly broke my right mouse button hitting renegade on my first (paragon) play through. My Shep saved Miranda though so I got the "that was for Thane you...." line, others get Miranda. You can even get revenge for Kirrahe if your story played out a certain way, if in those circumstances Kirrahe didn't survive ME 1 there is no way to save a certain character

Why do people keep saying Joffrey? I see him as a gullible shell which was just corrupted by Cersie. Joffrey's a moron in my opinion, an amoral bastard instead of a pure evil villain. He didn't do anything bad of his own accord (aside from the thing at the end of season 1, but that was just arrogance and already being evil and corrupted from his mother). If Joffrey was a bit smarter, less arrogant and fathered more by Robert, Jamie and/or Tyrion, he probably wouldn't be an evil dumb ass.

Without Cersie, the douchebaggery of Joffrey wouldn't be there, she essentially trained her son to be her evil minion.

Cersie's just a *****.
This - he's probably the lamest villain in the series. If i had to pick from Song of Ice and Fire I'd go for the lady of light Melisandre or Theon from what I've read so far. They're actually villains I learn to hate and not just go "shut up you spoiled child".

I can't think of my most hated villain ever just now, but looking around my room just going to say the government agents in Red Dead Redemption. They dangle a chance to get your family back and be free by betraying all your old friends, only to give you a brief time of peace with your family until they come smashing it all with the army and killing you.... for "justice"

Joffrey of course, but enough about him.
There's also Cersei,
She's not only evil, but also an idiot.
She think's she the next Tywin Lannister and then goes on to destroy everything Tywin Lannister worked for.
I don't like the Lannister's but you have to respect what Tywin managed to pull off and she just goes around destroying all this
Ramsay SNOW(!) ist of course another really bad Person but i cannot hate him as much as Joffrey. At least he's not a coward, at least he's not (as much) stupid. And at least he doesn't kill a beloved person.
He's cruel to Theon but i can't hate him as much for that, because i hate Theon, too.

I watched a fairly low-budget horror flick called "Feed"... Australian production, I think, and the bad guy in that was this skinny little clean-cut blonde dude... he was really fuckin' creepy...
Good film... weird film...

That ***** ATF agent from Sons of Anarchy I hate that woman
she is an irresponsible bastard, who got a CIVILIAN (Opie's wife) killed in her attempt to stop SAMCRO, murdered her own girlfriend in order to escape another bullshit attempt to control things
she has no respect for nothing or no one, well two of the best moments in the series came from people fucking her up
Otto hits her head against the prison table repeatedly until the guards restrain him, that scene was fantastic, and finally, when she begs for her life, sitting at the car, with Opie behind her, an UZI pointed to her head, saying "I want you to know how my wife felt before you got her killed", just to blow her brains all over the car
damn, I'd adopt that Game of Thrones kid, but I'd NEVER even listen to a word this **** had to say.
From the very same series, I hate the white supremacy "boss" and his right hand man from season 2 and the mayor wanna be that consorts with them.

Oh, American Horror Story ("season 1"), the character that Jessica Lange played was... I can't say I hated her, sometimes I did, I really wanted her gutted for the way she treated her daughter, the poor girl with Down Syndrome, I remember her locking the girl in a closet full of mirrors and saying "look at your own ugliness" or something, she was EVIL. But I couldn't help but feeling sorta sorry for her later on, when the show depicted her story fully,
when her daughter dies as well, you get to see another side of her, a sort of unrelenting sadness and regret for what she did to her daughter before, for not being able to see her again, to ask for forgiveness, the scene of her doing make-up on her dead daughter was heart shattering
... Asylum, on the other hand, has me actually cheering for some villains, I love that demonic nun, the only villain I fell disgusted at is that Meatface but his main victim is so dull that i can't really care...

Okay, mine is on the tad obscure side:

Creed Diskenth from Black Cat.

His obssession drives him to do the cruelest and retarded things that it makes me want to violently destroy him. Especially the main thing he does...y'know...

Keep reading, Melisandre isn't a villain really, she just wants to save everyone from the Others. By the end of ADWD you'll be at least sympathetic with both Mel and Theon, it's not nearly as cut and dry as they're flat out villains.

This is a little redeeming, but I still feel that "I am wealthy therefore I will violently pursue a personal vendetta because I can" makes him as much of a terror as the villains he fights against.
Considering a major part of Batman is the fact that he is a terror to the villains, I figure that's an absolutely proper opinion. And one tackled in the stories too.
Also, while he works a bit outside the law, he also happily co-operates with the law enforcement when given the chance, and never takes on the role of judge and executioner. Hell, citizens of most civilized countries are actually allowed to interrupt crimes they witness(though it's always recommended to call the cops first, play hero second).

Plus, there wouldn't be much of a story if Wayne just founded a special police unit to fight the more unusual criminals(or would it?).

Ozymandias from Watchmen, because the path to hell is pathed with good intentions.
Also because for someone who is meant to be so smart, he inacted his plan in such a needlessly wasteful way.

But since everyone is going to agree on that point, allow me to throw in my own 2 cents: The Lord Regent from Dishonored. The way he looked around after the Queen was killed... The way he did it, it wasn't to "see if any other culprits were there," it was "To see if anyone else saw what actually happened." You could just fucking tell, and you fucking KNEW he knew something about it! And you're fucking right! And in the end, it is the most satisfying thing ever to stick a knife in him. Hell, I hid on top of his massive bed, made a save right there, and loaded it over and over again just to stab his ass... over and over again...
Interesting. I felt very little regarding him - managed to maintain my 'Cold Assassin' approach almost throughout the game, and the Lord Regent was viewed as just another mark, and a pathetic old man who had too much ambition and too little foresight (ESPECIALLY with the non-lethal takedown of him).

HOWEVER, my two cents also come from Dishonoured, but I'd be journeying well into spoiler territory to name said villain. Let's just say that I was sorely tempted to break my pacifist playthrough at the very last minute...

Bioware and EA for making me work for the Space Nazis in Mass Effect 2. Apparently they do even worse stuff in Mass Effect 3, but I have no intention of playing it. They already ruined the series for me.

israphel's kinda a dick.

BUt I think i'd have to say the one that did it the best was Randal Flagg. while he had the advantage of doing so over several books, I think what tops it for me is he isnt even the main guy. he's taking orders, but he does so with such skill and for no more reason it seems half the time than for beinga dick.

<spoiler=But at least he gets whats coming to him in one of if not the worst ways possible><spoiler=Death by being eaten by giant demon spider>http://images3.wikia.nocookie.net/__cb20110328221011/darktower/images/f/ff/Randallflaggandmordreddt7.jpg
