Not so much for the guys themselves but rather the acts they commit that I really hate;

Manipulates others' emotions for his own gain, causing best friends and family to kill each other, is incredibly anarchistic, and takes a great, maniacal Joker-esque joy from it.

He also has a complete knowledge of every alternate timeline making him almost infallible, and is shy from indestructible.

Yet, he's still completely fucking awesome for it for some reason..... (ambivalence, I guess?)

Let's just say you know you're supposed to hate this guy early on [for some reason], but later find little reason to...

Until the whole thing just does a complete 180, and he ends up destroying his possibly one true friend's sense of trust, love and camaraderie. Making him completely jaded and detached from humanity.

You're gonna want this guy's head on damned spike when it happens.

Wally from "Eat Lead: The Return of Matt Hazard" would be my pick. To say that finally taking down that whiny, spoiled prick was satisfying is a gross understatement.

Hamdo from Now and Then, Here and There.

1) First onscreen act is killing a kitten.

2) Kills his own soldiers without a hint of remorse.

3) Implicitly molests a little girl.

4) Keeps a grown woman around just to serve as a vessel for making more soldiers. Yes. Just ONE WOMAN.

And Arlong from One Piece. All I'm gonna say is "Loophole Abuse."

most of the villians from the Wheel of Time series. the fact that they are so well characterized and the readers ability to see from their perspective and their horrible tendencies just makes me want to go into the book and murder them all.

damn, I'd adopt that Game of Thrones kid, but I'd NEVER even listen to a word this **** had to say.
From the very same series, I hate the white supremacy "boss" and his right hand man from season 2 and the mayor wanna be that consorts with them.
Oh hell yes she is a pain in the ass... but..
it took them awhile before finishing her off..is it in 4th season where SHE FINALLY gets shot in the face and its Opie that does it.. and she wimpers and cries.. i was so happy.. when her brain finally got blown out in the windshield.. its been a long time since ive hated a person so much

I am currently re-watching the Death Note anime, and I must say I have never been a fan of Light Yagami. He is probably the biggest melodramatic arsehole I have encountered in fiction. I don't think I have encountered another character in fiction that I have found so utterly unpleasant that I was actively rooting for his downfall when I was halfway through the series when I first read the manga.

I usually don't care much about villains. They can be exceptionally creepy and genuinely disconcerting but I never actually get myself to hate them. Yet this little fucker managed that like no-one before or after: he's an insane megalomaniac who is so utterly devoid of all empathy and so caught up in his own egocentrism that he routinely deceives, lies and murders everyone that stands in the way of this insane game of his. He doesn't even stop when it comes to family members or innocents, despite his claims to only rid the world of "evil people". He's by all means a true sociopath. And when a series does it's utmost to present a world that gives such a person real power...damn...that makes me angry.

Charles Lee from Ass Creed 3. The I don't hate him with burning anger as a character, but I hate him in the sense that he is by far the least compelling villain in the entire series IMO.

Good old Luca Blight, he didnt like anybody!
Now Blight is a true a-hole for sure. I havent played that game since it came out years ago but Ill never forget when he made that person oink like a pig, laughed at them for doing so then cut them down while calling them a filthy pig! And of course when he was shot up with like 30 arrows and kept going like a beast.

I found it kind of funny he seems a nice and reasonable chap in the first part (Hayathem mode)

and then as soon as we get into the "real" game he becomes a crazed wild eye nutter...I mean honestly who says "YOU ARE NOTHING, YOUR PEOPLE WILL DIE FOREVER!! RAAAAGGGHHHH!!" to a kid? its like "dude....seriously"

every single last character in the anime Blue Gender
they were all so bad that I was rooting for the blue by episode 3
there was not a single character in Blue Gender with even one redeeming quality.
When an episode came along that ended with the blue attacking humanity in space and it looked like they were going to exterminate humanity I stopped watching and assumed that they won and all the characters I hated so much were all dead.

GLaDOS, for obvious reasons.

Xheanort, because i count having killed him at least three times, probably more, across the entire Kingdom Hearts series and he just wont STAY DOWN.

Knight-Commander Meredith. Its like someone took the Knight Templar TV Tropes page (NOT LINKING IT! I just saved your life... unless TV Tropes has already ruined your life) and distilled it into a character.

Darth Thanaton, The Old Republic, Sith Inquisitor Storyline. Condescending, asshole, and hypocrite all at the same time. Tries to convince the entire Dark Council that the player character is a greater threat to the Sith Order than pretty-much everything except the Jedi, and hopelessly devoted to disproven traditions. The curb stomping my Sith Inquisitor gave him at the end of the storyline was INFINITELY more enjoyable than it would have been had I not spent a few days coming up with ideas of what I wanted to do to Thanaton in my free-time.

Malak, Knights of the Old Republic. He kidnapped Bastila, and pushed her towards the dark-side (then again I expected that to happen eventually anyway, woman had a Pride problem). You do not kidnap members of my crew, or Love Interests, and DEFINITELY not both.

Loghain, Dragon Age Origins. I know, he had excelent reasons, and he did the tactically correct thing. He is responsible for Duncan dying, and Thedas needs all the badasses it can get.

The Collectors, Mass Effect Two. Killed Shepard, Kidnapped the entire crew of the Normandy minus my squad and Joker, and caused me to start shipping Joker and EDI in the process.

If anything, Charles also made me hate George Washington. It's like "Dude how many times do I have to point out this nut job is a bad guy? He even has a Whiplash like moustache..."

My personal favorite is Cesare from Brotherhood. Then again Brotherhood is still my favorite game in series so far because it had the right mix of extra fluff without sacrificing the core stuff.

Even funnier since he went to help Haytham free Native American slaves yet one time-skip later and he's burning down their villages and strangling their children. Must have drunk some bad water in that time.

OT:
For me I'll say Handsome Jack and Yuuki Terumi from Borderlands 2 and BlazBlue.
I will admit, these guys make me laugh. A lot. But at some point their trolling reaches a level where I cannot wait to beat them down into a pulp, release the drop bears and light their shredded remains on fire with a blowtorch. I love listening to whatever these guys have to say but at the same time I hope I'm there to make their next word their last.
