I actually feel sympathy for the hired goons who are ripped to pieces *by me* because now their wives who are all pregnant with children now have to find some way to make money.

Also, there's Brock from Dead Rising, kindof. Really just a guy doing his job.

Darth Vader. Yeah he was a terrible man that did terrible things so that the one he loved could live. But he used his power to save his son and defeat the evil that lied to him for so long

Ozymandius. Though I'm never sure if he really counts as a villain seeing as he does save Humanity from itself and brings about a new age of prosperity.

Kane, poor Command and Conquer series...

haha, other than that one I'm not so sure, the best villains are driven by something that would deserve a hint of empathy less they're normally a 2d character.

Oh boy...all I'm going to say is that Ozzy's status as a villain, let alone whether or not he's one who deserves sympathy, is a very controversial one among readers of Watchman. Those who align themselves with Rorschach's line of thought find Ozymandias' actions completely unforgivable, regardless of his reasons or the outcome.

I come down quite heavily on Ozymandias' side because Rorschach's fixed set of morals are slightly too hard-line and immutable for me. Though I can see where people who prefer Rorschach's methods are coming from.

Magneto, if you can really call him a villain. He's just fed up with being persecuted for being who he his. Fed up of people attacking his people, fed up of feeling rejected and like dirt. So he retaliates with violence because of what's happening. When reading X-men I never really looked at Magneto as a traditional, or a villain at all, just a misunderstood leader.

Poor little Giygas..
He lost his mother and was forced into the alien military to destroy earth, only to be defeated by his mother's own grandson and denied when offering to be friends with him.

Liquid Snake in the first Metal Gear Solid. Raised to think he was inferior. It's as if Big Boss wanted to make Liquid into the monster he became.

Also, M. Bison from the Street Fighter Movie. All he wanted to do was create the perfect genetic soldier for peace, and they wouldn't just leave him alone *sniff*

In Watchmen, I would say that Rorschach is the pinnicle. Never mind Ozy, I say that at the end, there's no doubt that he was the good guy all along. Rorschach is just plain evil, even if he is well intentioned deep, deep...deep down. But I always found that the point of the character was to show that even someone as crazy and evil as him could be seen in a cool, heroic light.

I think that all villains, no matter how evil or debased, are deserving of empathy, assuming that it is practical to do so without endangering others. They are always worth moral consideration, but no more moral consideration then an individual that they might potentially endanger.

Bowser.
No matter what he does for Princess Peach, showing her the most wonderful places, treating her as best he can, she will never love him.
That, and in Mario+Luigi 3, he's not even invited to a meeting on dealing with the plague spreading across the kingdom which he has a castle in. From his viewpoint, it'd be like, "Oh, there's this new mystery disease that might kill everybody, but you're not invited to the cure meeting, and in all likelihood vaccines won't be distributed at your castle. Have fun dying."
