Try Kane and Lynch 2 (the first one's good too). It's not the most complex game, or complex at all. But Kane and Lynch both freak out when ever tits go up, as they do often. I suggest playing it with a friend, so you don't have time admire the iffy story and the fact that it's not the best game.

Their use of dialogue trees forces them to produce animation and voiceovers separately, and it shows. They're slowly getting better, but the problem persists.
Can't comment on DA:O (too busy being bored by it to pay much attention to the animation) but I felt Mass Effect did pretty good, a few individual awkward gestures notwithstanding (like that fist into the palm of the hand they do...) At the very least at least ME's characters moved around during conversation, leaning back, fidgeting, looking to the side and so on. I found that quite refreshing - admittedly having just come from Fallout 3, which has perhaps the worst conversation animation I've seen in a current AAA title.

Oblivion, although slightly older, actually isn't quite as bad - probably because the camera zooms in closer so you don't see the ramrod stiff bodies. Still isn't good though - I recall the guard captain you speak to outside Kavatch kept reverting into this weird trance-like smile whenever he stopped talking, which was rather at odds with the urgent, doom laden tone of his actual conversation.
