I don't think it's their responsibility to quality-check every game that they sell. Its like asking a Gamestop to make sure every game they sell isn't broken or glitchy. When it comes to not releasing incomplete or buggy games, and to make sure it meets standards, the onus is on the publisher, in this case it was Arktos Entertainment(the fact that you've never heard of them may give away that they are very, very small).
Why SHOULD Valve hand-check every single game they sell? They're just a distributor: I highly doubt Walmart personally checks every piece of furniture or every refrigerator they sell, but when Walmart discovers *AFTER* selling a product that it is violent or dangerous, they have a recall.
It's fantastic to see SOMEBODY in the online games industry mirroring what is standard practice for basically every other type of product in existence.
