It was spliced, well sort of. Apparently, the run was done by map, so it might have been the 56th time through map 1 and the 24th time through map 2 in the video. The footage of the maps themselves seem to be unspliced. I guess it's a case of "practice makes perfect".

It wasn't done in 1 run. That's not how most speed runs work. You do your fastest time on each level and then you show your best. The only mods he used was the portal gun reskin and a script that let him spam jump so that he could consistently ABH without destroying his thumb jumping. Everytime there's a "Loading" screen, that's a video splice, and everytime you see an actual splice in the game footage itself, it's just him activating what's called a Save Glitch, which allows him to walk through walls (and fall through most floors) until either he hits a portal or the emancipation grid.

If you want to see the trying for those accurate jumps, watch the commentary videos. The first Acid Pit jump, and that jump where he uses the chair for leverage both have 10 minute videos dedicated just to him trying to recreate those jumps. to reach it in such a way that he could continue with his speed run took hundreds or thousands of attempts.

technically, it was done with intelligent use of portals. Sure, they caused glitches, but causing those glitches isn't an automatic "Beat the game in 10 minutes horay!" If you don't use portals intelligently, most of those glitches aren't even possible to perform, and they're certainly not going to improve your time by much (if anything at all. For instance, skipping over that acid pit, for a person who wasn't already an accomplished BackHopper would be FAR FAR slower then just doing it normally - he IS an accomplished BackHopper and it took him a whole 10 minute video to recreate that shot.

If you could just put a portal under your feet and by way of glitch appear next to the cake with Glados being dead in 10 seconds, that would be boring, but he had to have pixel perfect precision with most of those portals for those shortcuts to even be possible. Pixel Perfect Precision THROUGH WALLS, where he can't even technically see where he's aiming.

Because shooting a portal through a <1 pixel wide hole in a wall onto another wall somewhere else while flying backwards at high speeds takes skill and typing noclip and holding W does not.

I applaud the skill, I'm just not impressed with the time he put up as a result. The time was achieved through means no more valid than turning on noclip. If you delivered a similar time without resorting to such things then I would be impressed with the result. As it stands I am only impressed with the means.

There's one of a guy completing Mario64 in 3 minutes because he manages to jump through a wall at the start of the game and end up right outside the final Bowser fight. It's not how the game was intended to be played. It's like me saying I can beat the London Marathon record because I'm going to use my car. Don't think it would stand.
This.

That Portal run was nowhere near as spectacular as I expected, as it was just glitch after glitch after glitch. I don't care how much practice and precision it took to get them all right, it was abusing the game and didn't as much make me go "Oh, wow, that's so win!", more like "well that spoils the fun of it."

He just cheated most of the thing.
