OoC: @Ven TBH, I like it this way. Kessler and his goons give us an ongoing, threatening atmosphere, while all the other villans provide conflict and variety for the heroes, and all the spare time the heroes have allow them to bounce off each other and develop quite well. The best stories have all the big apocalypse stuff off in the background: It's how the people in the story develop in it's wake that's the interseting part.
