That is all you saw? I do not know what business he had in the city of Stockholm at that time, but the city was enormous, and its population vast. Just because he was there does not mean he was responsible.

It is possible that someone else was responsible for the act, but it is unlikely.
Afterall, the city was under the control of Alden. His mercenaries would have gotten rid of any high-profile criminals.
But then again... it might be posible that Kessler ordered the city its destruction after Alden was slain.

Then that must be the answer. It is just... I cannot accept that Tophat would have done such a thing on such weak testament. Now, we should go and see if the others have learned anything about Jio, if indeed that is him. She turned away from Tophat and went to where the others were talking to 'Jio'.
