Since it's cookies I'm trying to remove the insta-win factor of getting 21. So if another person gets 21 the pile is split, unless you're the only person to get 21. But if you wish.... I'll be more than happy to change it so that 21 is instant win if that's more your game." She raises an eyebrow.

@Gear: Well, the picture is almost done... So bear with me here.

OOC: @Outis. The traditional method is that if you get 21 at any point, you win. So if your starting cards total 21, then you win the pile. However, since it's cookies, I'm trying to be less of a prick.
Also card values:
Aces are 1 or 11, your choice when you get them.
Cards 2 through 9 are their face value.
10s, Jacks, Queens, and Kings are worth 10.
