You really think the Upper city that constantly covers the lower city in dangerously high levels of smog and sparsely populates with soldiers is willing to sacrifice military resources to save those that barely produce any thing respectable to progress up? Essentially the lower city is an addition to the Upper city. It was a place where those who lost everything due to the head of a family dying or being stripped of power were thrown like garbage.
