We do allow, to name a few, fight rings, assassination contracts, street race contracts, dark magic using, bounty hunting, and gun running. Don't hesitate to report it, but don't try and break it up. Might be that fight ring you found is completely legal and documented. Don't assume, as well, that a vampire or werewolf is inherently evil. We have a large number of good citizens who just so happen to be vampires or necromancers. nothing wrong with that, as long as no laws are broken, no need to worry about it." Sarah sat back.
