Wealth, Adventure, and the Open Sea: A One Piece RP.
[/HEADING]After the death of Whitebeard at Marineford, there has been unrest around the world. Piracy has begun to run rampant, seeing the death of one of the most powerful men in the world as a chance to rise up to the top, and find the legendary treasure of Gol D. Roger, One Piece.
The Marines running into problem after problem as well. With the disappearance of the Strawhat Pirates, and the aftermaths of both the raid of Impel Down and the attack on the Shabondy Archipelago, people are beginning to show disdain and distrust. However, their morale has never been stronger, and more and more recruits come in each day.
Our story begins in the West Blue, where a couple adventurers decided now would be the best time to set sail. There will be many challenges ahead of them, both from the World Government and from their fellow pirates, even facing the very forces of nature.

1: Openness.
This thread will always be open, but once we get going, I'll only accept Character Sheets from PMs. We're always looking for villains, and willing to get new crew members as well. Characters will debut in each new arc, so if we're in the middle of one, don't have your guy just randomly show up. If accepted, we'll work with you about the details.
2: Plot Contribution
This will be very non-linear. Everyone is free to pitch me their ideas. Don't get mad if I don't use yours, or change something about it. Got an idea for a location? How about an idea for a villain? Let me know! Also, if you did make a villain, feel free to make more. Got an idea for who should fight who? Tell me. We can consult the others while waiting.
3: Powers and Limitations.
Ok, I know most of these will end up being moot, because most will just go right for the Devil Fruit. But just in case, here are some limits:
5: Character Sheets.
6: Please post when you think you'll likely be available, and if so, please include your timezone.
[hr]
NOTE: This will be my first time GMing. If you can think of any ways to improve the OP, feel free to tell me. I'm very open to suggestions and if you want to CO-GM, I'm willing to take all the help I can get.

General:
NO HAKI - This is more in interest of fairness than anything else.
NO COPYING - Don't go copying characters from the manga. You can be similar, it's nice to have a template, but not a complete copy/paste.
BE REASONABLE - This one trumps everything else. Don't make your character invincible.
Specifics:
Devil Fruit:
NO LOGIA TYPES - Once again, in interest of fairness.
If you want me to make an exception, there better be A: A good, reasonable weakness that isn't a complete contrivance to use. B: This will very likely be reserved for villains, and even then, I still might not make exceptions to this unless there's a damn good argument.
Weaponry:
Try to be creative. That's all.
Dials
NO REJECT DIALS - Other than that, go nuts.
Rokushiki/Six Powers:
You can have the basics of all moves ("Paper Dodge", "Moon walk", "Rankyaku", "Finger Pistol", "Shave", and "Iron Body), but can only be a "Master" of one form. And no, that one move can't be the 7th move Lucci used.
Fishman:
If you choose to be a Fishman, be careful what kind of fishman you choose to be. You better have something good prepped with that.

1: Commitment: If you're choosing to play a hero, be sure to stick with it. Plain and simple.
2: Having to leave. If something comes up and you can't participate in the RP, let me know. You can write yourself out of the story, or I can do so myself if you want.
3: Don't leave people waiting. If you can't post regularly, don't put yourself in a situation that will require you posting regularly. Make sure that where you are in the plot fits with your schedule.
4: Development of power Being the heroes, you will be on this journey for a while. You will of course be able to gradually get stronger as the RP progresses. Don't go making yourself seem all-powerful right out the gate. But remember, your character can win plenty of fights on their own power. That being said, this being based on a shonen anime, there's that whole "sudden burst of power when things look bleak" matter. Don't completely rely on this in every fight. If you DO choose to do this, MAKE IT MEAN SOMETHING. Don't go pulling it out all the time.
5: NPC generation and control. Ok, I'll split this into catagories.
Contributors to the plot: If their effect or purpose is going to be short (only will affect one arc), go ahead. I can adapt the plot accordingly, and I do appreciate you trying to help. If the person and/or what they say/do will have a longer-standing effect on the RP (will carry over to the next arc), consult me. I'll most likely agree.Nameless Mooks Considering their entire purpose is to either get their ass kicked, controlling them in a fight is somewhat acceptable.

1: Patience. I'll try to include more than one villain per arc, but I can't have too many bad guys at one point. If I didn't pick you at first, don't get discouraged. Just wait until the next arc.
2: Minions/Thugs. After the first arc, if you want to be a major villain, try to establish that you have people working for you. I can accept having a guy working alone, but I also need people with a crew.
Nameless goons. I'll be willing to give each person a chance. If you have a horde of nameless thugs, you can control them like a mob of NPCs. Try to be tricky with them, but don't put the heroes in an inescapable situation unless given explicit consent. I am being very trusting here, and if you abuse this, I will not hesitate to wrest control of the horde.
Named underlings. Of course, mooks and grunts will only get you so far. Having a couple guys with at least a name and method of fighting would be nice. Not NEEDED, but nice. If you would like some, you're welcome to either A: Come up with one yourself B: As me to come up with one. If you want my help, just give me a theme to work with, or just a basic guideline.
3: Fighting. Now being the villain, you do have to come to terms with the fact that defeat is inevitable. Don't go down like a ***** in three posts, but don't still be fighting after 20 pages. Make yourself a threat. If you want to do something completely unexpected, let me and anyone involved know.
4: Returning after defeat. If you had fun and want to stay with the RP, feel free to do either of the following.
Make a new character. I'm not the kind of person to limit someone to only one character. Make a new villain, make a temporary ally, make a person important to the plot. Just because your villain's role has ended doesn't mean yours has to!
Villain's revenge! Maybe you liked your villain and want him to return to try and take his revenge. Let me know, if there is a way to make it work, we can have an arc where they return.

Name: Peter Tew
Gender: Male
Age: 24

Background: Peter had lived most of his life in the small island of Shinso, longing to get enough money to get his own ship all while hearing about the fantastic tales the sailors told him as a child, especially enjoying the rare times he heard stories from the Grand Line. At the age of 16, he had a job as a courier, and was given the assignment to give a strange package to a Marine ship. After 3 days, the Marines never appeared, the news saying they were attacked by pirates. With this strange package stuck at his family's home, Peter did the logical thing anyone would do with a lost package. He kept it for himself. After a few more years, he was longing for the day he could go out to sea. Then everything changed when his hometown witness the battle at Marineford. Inspired by Whitebeard's dying words, Peter decided he had waited long enough. He quit his job, bought the most supplies he could, bought a modest boat and set out to sea. Seeking adventure, Peter seeks a crew to go see the world, and the treasure that awaits at the end of the Grand Line, One Piece.

Skills/Abilities: Peter is an inventor. He has invented various devices, most of which are used for his ship. He has a gas-powered grappling hook, which can use the gas to ignite to make a small flamethrower, and a wrench he can use if things get ugly. In the package he 'found' from the Marines included several sea-shell-shaped devices called 'Dials' from the land of Skypia. Peter uses three types. He has a quartet of Impact Dials in his shoes, used as shock absorbers. He uses a Jet Dial to propel his boat forward, and has a Lamp Dial in a small device on his wrist to work as a flashlight.

Tozani Budero. (No sheet. Defeated by Aleana. Killed.)
Hero or Villain: Villain
Name: Sgt. Gulligan
Gender: Male
Age:26
Appearance
ressed in usual marine attire, usually with a cocky smile. Has dirty blond hair.
Background: Gulligan was a spoiled rich kid who went to a Marine Academy and was a completely average student. He was one of the "Jocks" of his school and got all the women, and picked on those he deemed weaker than him. He truly believed he was superior and only needed muscle to take him places.
After graduating, however, things went downhill, as the "nerds" he used to pick on became recognized for strength and cunning and rose through the ranks. Meanwhile he became known for slacking off while expecting to reap the benefits of his colleagues' heroics. He continued to believe himself the greatest marine, despite only being able to capture small-time criminals.
Personality: Self absorbed and arrogant, Gulligan refuses to accept that his glory days are over. He constantly hits on women he sees who no longer swoon over him as they did in the academy. He talks down to his superiors and brags about how brawn triumphs over brains. His inflated ego also leads him to hate anyone who is smart, such as Dr. Vegapunk or Sengoku, for they go against his belefs,
Skills/Abilities: Superhuman strength enough to bend steel. Carries a large mortar cannon on his back.
Other:Gulligan is ambitious, but also a collosal idiot. Very easy to outwit and is a joke among the marines. Still, he catches pirates, but usually under the command of a superior.
