A person was told to "pirate away" when they had money problems. Online piracy is a way to provide oneself with free games and other content, it would not solve money problems.


So in context she either had to be advocating piracy on the seas or joking. Piracy on the seas has substantial start-up costs, not really a good career path for people with money problems. Ergo, she was obviously joking from context.
