For the 616 "Theory" it was actually from one of the MANY chapters lefto ut of the bible during it's creation (Remember, there were MANY stories brought forth to be part of the bible, but the original creators of it picked and chose what went in it. No, dogs cannot fully look up when standing straight up. The reason is the why the spine connects into their skull and the way their shoulder blades then block some of the spines movement due to the upward movement then also moving the legs. BUT, this is the same for humans and many, upon many spined animals as well. Humans, to look straight up (save for some special cases) must tilt their spine somewhat to directly face their skull upward. BUT, unlike dogs, humans can do this in ANY position to look straight up. Don't believe me? Google "Dog looking up" and look at all the photos of dogs looking "up" while standing up. They bend tilt their head at a 45 degree angle, and let their eyes look the rest of the way up. without contorting their spine, a dog just cannot look straight up while standing (correctly).

All that constitutes as "looking up" is to have vision focus above you, it has nothing to do with the way your neck moves. dogs can in fact look up, they cannot move their heads past a certain angle, but they can still LOOK UP.

As for the dog fact, Dog's CANNOT look DIRECTLY up, unfourtunetly, the original fact was "Dogs cannot look directly up" due to limited movement of the eyes, bone structure, etc. Sadly, this fact has been diluded far from the actual fact. Yes, dogs can tilt their head upwards, but they cannot look in a DIRECT up position without sitting, or laying on their back.
