While observing one of my threads (Which is now uninteresting and unimportant) I came up with the idea of this.
As the title says: What country makes the best ninjas? (Please note that the country is where the character was born and not what country created him/her if the character is fictional. Otherwise there would be Japan everywhere, and that is not a fun thread)
Japan is probably a first choice for many, and I understand that. But think about it. For the past years, while japan has given us really awesome ninjas like this:
They also gave us this...

Or maybe Naruto doesn't count because he is from a fictional country? Ah hell, let's say Naruto is from "Japan in imagination-land", because it is clearly all Japanese culture and stuff.
Now, America, through evil experiments on people, gave us this:
And turned this
Into this:

Has any other country made super-awesome ninjas? If not, what country would make super-awesome ninjas? What would be their secret ninja-weapons? And since my avatar so clearly states that monkeys can be ninjas too, are there a special animal species that is best suited for being a Ninja?
