As a writer, I've spent a lot of time trying to understand people. In my research, I've learned this:
Regardless of what some might say, most people are essentially NPC's. Ask them the time, directions to a nice Italian place, then let them go wandering off to converse with other NPC's. It may sound cynical, and it is, but it's also essentially the truth.
Don't like it? Arguing that everyone has a life and that you're special? Just think back. Are you the one asking directions? Or the one giving them?
I can guarantee the one asking them has somewhere to be. They've a goal, a quest. They're a player.
The one giving them? They're mapquest with a heartbeat.
This isn't to say that some people are just NPC's. Everyone's a player sometimes, everyone's an NPC. Ever woken up, went through your daily routine of shower, work, and dinner, then went to sleep? No excitement whatsoever? Then you've been an NPC.
I'm rambling. I'll stop here with this: Most people are NPC's, because most people are routine. Find the players. Those are the ones to talk to.
...though they're probably off questing, so they probably don't have any time for your shit.
