Four was fun, but Saints Row 2 made me realize what it was missing. I hope the next one is maybe a little less detailed and a lot more completely insane. Basically, mix a little bit of the San Andreas formula back into the game and I will go nuts.

Customization of character
No fucking cell phones. At least not in the way as in GTA IV. No socializing.
More humor
Not too much annoying realism. (Answering the phone every other minute)
Location Europe, rather than The US
Even more realistic driving
RPG elements, different stats you can gain.
Houses, cars, apparel you can buy and they actually do make a change.
Smarter police AI
Less move-through-building-and-shoot-200-enemies missions, more thought.
More sandboxing, and freedom-of-choice things to do. GTA IV was basically just either going crazy in the city with guns and dodging the police, or doing linear missions.
Clearer mission concept for once. It's annoying to see you've got just one mission at the time to do, and an hour before you could pick from five different missions.

Can't think of anything else that would instantly pop into mind.

A new setting...and maybe an off button for the phone.

I've always thought a game where you play as a corrupt cop would be interesting, it would allow for alot of moral decisions, and you would have to keep both sides happy...like Splinter Cell: DA, but good.

A multitude of cities (and/or towns) that you can travel between, like San Andreas.

I want it to go by without the media making a fuss about it.

Also, new setting, more AIRPLANES!!!
I don't like being limited to one helicopter that cannot aim for crap, I want to ride F-15's for dang's sake!

3 things:

1) Player Character Customization: both skills and aesthetic are necessary - it's a sandbox so why don't I have a hand in determining what my PC's characteristics are? Hanging one of a dozen outfits on a mannequin does not turn it into your personal in-game vessel. You wouldn't say you had custom-designed your new car because you picked the color, more importantly you wouldn't feel like you had.

2) Aiming: when you precision-aim in a TPS it really needs to shift to FPS-perspective. What's the use of zooming in on my target when my head is still four feet to the right of my weapon? This was implemented beautifully in MGS4 two years ago, when is someone going to realize it was a good idea?

3) FUN: god knows the boss from SR2 was an asshole but they enjoyed their work which gave me something in common with them. Nico, on the other hand, wouldn't stop bitching about having to do precisely the things that I was playing the game for.

...and I'll call this point 1A: PC customization should include not having to stop what you're doing every 45 minutes to go bowling with some irritating member of the supporting cast. If they're not plot-critical I'd like to be able to kill the twerp as well (I certainly kill enough inoffensive strangers) but that's more of a wish than a necessity.

A fully restored san andreas. that game was EPIC! all you needed to do was run around and gun down ballas. that, with new graphics and engine would be really, REALLY good

One thing, simple and straight.
A storyline that's not repetitive or extremely boring.

Keeping GTA's newfound sense of maturity but finding room for some San Andreas/Saints Row style fun would be prime.

Some diversity in the rewards we earn would be nice; every mission, assassination, etcetera in GTA4 just gives the player money when there's nothing worth buying; a meagre selection of guns and some clothes that all look the same. Whereas activities in Saints Row always unlock something hitherto unexperienced; unique guns or vehicles, small bonuses to running speed or accuracy... Rockstar's Bully did this right too; finishing classes and errands improved your character, and the little trophies that show up in your room add a real sense of achieving something. If we're gonna keep just getting cash it'd be nice to at least have a worthwhile selection of clothes, guns and cars to spend it on.

But hey, while we're wishing here, I'd love to see a game set in the UK--granted, I can't remember how well GTA London went down... But how awesome would a Snatch/Layer Cake-esque Grand Theft Auto be?

...Actually, I wouldn't mind seeing a Bully sequel first, though.

Gotta agree with pretty much every other poster here. The big thing that I want in GTA5 that was missing in GTA4 was fun.

Keep the serious main storyline if you want, but give the city at large the sense of fun and mischief it used to have. Oh, and get rid of having to interact with dopey NPCs. By all means put them in the game and make them interesting, make it something you actually want to do instead of need to do, but don't make it so that you're forced to answer their phone calls and interact with them.

Honestly, for me, either get away from the gritty realism or I'll just wait for SR3, plain and simple.
