It's a perfectly good game. Great, even.
But compared to New Vegas, it doesn't feel "Fallout" enough. 3's focus on karma and moral choice was a significant departure from the feel of previous fallout games. It made sense in the story (everyone in DC was either a psychopath/monster/enclave or a possible victim of psychopath/monster/enclave.), but it didn't fit right.
New Vegas's story and refinement of 3's gameplay made it considerably more popular among fallout fans, despite it's technical flaws. Some people even think of Obsidian in a "My Real Daddy" sort of sense.
Perhaps if New Vegas was called Fallout 3, and Fallout 3 was instead called "FalloutC" or something, everyone'd be happier.

wich brings me to my sugestion MORAL GRAY AREAS in the main story line. Seriously this is one of the things that NV did Worse then f3 and in wich both games are bad. I think the Enclave had a way beter moral leg to stand on then ceasers legion. I mean "hmm i wonders whos side ill be on, the side of the slightly corrupt government or the side of the army of cosplayers whos leader is sick and whos lutenient is an insane psyopath

Story was an absolute joke with virtually no choice given to the player character (Shit, it might as well have been a completely different franchise).
The characters were laughable at best; completely one-dimensional and almost cartoony in a sense with zero depth given to them.
Bethesda didn't seem to understand the concept of dark humor, which is a fairly major thing in the Fallout franchise.
They completely ruined the lore in regards to the Enclave, the BoS and the F.E.V.... I'd even go as far as to say that they butchered the BoS.
Really, there are several other things too, but I'll just leave it as this for the time being.

A setting in Europe would not only remove what made Fallout Fallout but also would break the lore. Europe and most of the rest of the world is gone, it was bombed to hell, like three or so times. (Not talking one bomb drop, but many bombs dropped each time.)
The story was yeah pretty meh, and the dark humour definitely dropped several notches but I still enjoyed the game. I have enjoyed all the fallout games greatly.
Now that thats out a the way,
I don't see how they messed up the Enclave, other then perhaps they were supposed to be gone after 2 or somethin, The BoS wasn't slaughtered although the outcasts were a better representation of the actual BoS and Lyons groups should have been the real outcasts.It is mentioned that they are seperated from the western BoS.

The setting could go out of the US sure the other areas were more devastated but that could be a good reason to go there since the US is getting back on its feet(slowly but surely) they could go out to the rest of the world and find it is just shit full of subhuman mutants and wildlife from the areas that didn't have anything to bomb. Ya know.

The Brotherhood of Steel: Why are they also in D.C.? When did they suddenly become a bunch of white knight purists? Why am I forced to side with them?
Speaking of D.C., why are there super mutants here? They're not supposed to stretch out that far.
The F.E.V. was supposed to only be in California.
All in all, those were some major lore inconsistencies.
"Well...uhhh... they secretly hid more F.E.V. somewhere in D.C." is honestly something I'd expect from a bad fanfic, not professional developers. It's been a while since I played the old Fallout games, but I'm fairly sure it was made pretty clear that the F.E.V. was a one time thing. I agree about the brotherhood lyons group should have been the outcasts and the supposed bos outcasts should have been the bos. Having to work with them is a lack of choices on the developers part not a lore inconsistency.

As for the Enclave, while they were surely not completely wiped out in Fallout 2, but them suddenly gaining new bases out in the East Coast with such a sizable army was just flat out silly. Again, while not wiped out, they were not supposed to be such a major threat as they were in Fallout 3. It's like finding out the Empire had a 2nd Death Star all along.

Fallout 2 was about the Enclave using FEV to destroy the people of the mainland.

Fallout: New Vegas was about the political turmoil of the Mojave, and the war between the NCR and Caesar's Legion.

To be honest your just a fan blinded by nestalgia who will never be happy. Thats what you seem like to me. FEV wasn't in any of the fallout games made out as a one time thing if it was show me.
I enjoyed 1 and 2 and 3 and tactics and new vegas I'm sorry you didn't. For what its worth I wish they had made vanburen and 3 it would have been awesome.
