Technology should spread naturally. I don't know how many times I've assaulted an army that looked like it belonged in the crusades with my Abrams battle tanks, and stealth bombers. A civilization should get a small bonus to a specific technology's research pool for every trade route you have to a Civ with that tech already researched. This would reflect citizens bringing new ideas and inventions back from foreign countries. It should be slow enough to give an incentive to spend money on research, but reasonable enough to keep Spanish galleons from fighting a Nimitz-class aircraft carrier.
And a better warfare system. The combat sucks, and it takes too much time you could otherwise use to build your cities, to make a decent standing army. Unfortunately, I can't think of any way to improve it that wouldn't completely change the game.
