I actually disagree with you somewhat. If you hit every time just by aiming at something, why even bother having skill points in the first place? This is a role-playing franchise.
I think they should animate the swings and misses so you just don't arbitrarily do zero damage. Either that or make timing and control easier as you increase in skill. For instance, if you're bad with a bow, the targeting reticule is shaky. This makes it so that things get easier for the player as they get easier for the character.
Basically, it should be harder for a character with a Marksman skill of 5 to hit a target than a guy with a Marksman skill of 50.
That is where my rant came in. The missing thing WAS annoying, but I ended up missing it after playing 130hrs of Oblivion. All high skills translated to was having a better weapon without an equipment upgrade. Using a weapon I wasn't skilled at felt no different to me than using one I was a master at. In Morrowind, you would know when you can't use a weapon to win a battle because you just aren't landing any blows. It gives you incentive to level the skill, and incentive to drop the weapon for something you are more skilled at.
I would also like to know about this "missing at 100" that Gormourn mentioned. After I hit about 70-80, even with 0 stamina was almost always a hit. If the enemies had high agility, it wasn't QUITE so easy, but I never felt pressured at high levels to land hits.
Block skill was BS in both Morrowind and Oblivion. I like having it, but neither system really works. Once again though, I still prefer Morrowind because you really get to see your character improve as he gets better.
There were some great things about Oblivion that I would love to see added to Morrowind. Like mastery levels. It was great mastering Armorer and not having to carry more than one hammer with you. Alchemy poisons were also a great addition. I HATED the minigames though. They were super-cool for about the first 5 tries, and then you realize that they are just wasting your time. It took forever to level Speechcraft, and lockpicking was so long and drawn-out. You could auto-pick, but if you didn't have enough lock picks, you would run out fast. The only way you could be sure to not run out of LPs was to do it manually. You COULD get that one unlimited lockpick, but good luck actually leveling up your LP skills then.
While I've been playing Morrowind, I've been modding a lot of the game stats. I've fixed the magic cost of a lot of the spells, and over-boosted some of the more useless ones so that actually will take substantial effect. I think I need to adjust the weapon/armor eater spells. It's kinda easy to remove some one's armor and weapon right now. On the other hand, once I meet some Hungers, I'm totally fucked. That's what I'm counting on.
