A great single player. A good multiplayer is a nice thing to have too.

Most importantly, good gameplay mechanics. Not necessarily anything new, just something that works and isn't incredibly boring/repetitive.

a "holy shit this story is so amazing that my head is about to explode just from the shear genius of it all" that it could be a 8-bit game that no one would notice it.

Something that I have gotten from everybody that I can sum up is:

A game with a easy-to-follow, hooking story, gameplay that isn't repetitive and varies upon situation, well-round and versed connection between gameplay and story and the choice(s) the player makes directly effects the outcome; all in a nice well presented package.

I didn't play CoD: World at War, but can you honestly name a game that wouldn't feel more complete with a Nazi Zombies mode?

An immersive (good) story or incredible gameplay. Together they make a kick ass game, on their own they make the experience enjoyable despite a deficiency in the other aspect. Lack of either aspect dooms the game to the garbage receptacle.
